Board members are appointed by the County Executives of Putnam County and Jackson County. Board members elect their own Chairman. The Board members set water rates, make financial decisions and set the governing policies to insure fiscal solvency of the operation at all times.

The Old Gainesboro Road Utility District Board of Commissioners meet each month on the 4th Monday at 8:30 AM at the office located at 4865 Gainesboro Grade, Cookeville, TN 38501. If a member of the public wishes to speak at any meeting, he or she must sign up to speak before the meeting by registering on the sign-up sheet that will be available at the meeting.
